A record-keeping and certificate-issuing system for Grama Niladhari divisions and Divisional Secretariats. It replaces the paper registers with a searchable, offline-capable digital record covering households, residents, businesses, societies and voter registers — and lets field officers capture their work in the same system without ever being able to alter the GN's records.

QuickDDoc

The main mobile and desktop application: household and resident registers, certificate issuing, business and society records, disaster reporting, reminders, search and reports — all usable offline and synced when a connection returns.

Capabilities

Household and resident registers

Houses, and the members within each household, held as a structured register that can be searched and reported on instead of leafed through.

Certificate issuing

Generate and issue the certificates a division produces, drawing on records already in the system rather than re-typing them each time.

Business and society records

Registers of the businesses and community societies operating within the division.

Voter register

Voter record management with proper Sinhala and Tamil script rendering, including in generated documents.

Disaster reporting

Capture disaster incidents and the affected households as they happen in the field, for reporting upward.

Field Officer module

Development, Samurdhi, ARPA, Social Services, Economic Development, Technical, Child Rights, Women's Development and Rural Development officers log in to record their own field work and comment on GN records. Their access is read-only against GN data and scoped strictly to their assigned divisions — enforced in the query layer, not just at the screen.

Offline-first with sync

The application works with no connectivity — records are captured locally and synchronised when the device is back online. Field work does not stop because a division has no signal.

Search, reports and reminders

Search across the registers, generate reports for the secretariat, and set reminders on follow-up work so nothing is lost between visits.

Multilingual interface

Built for Sinhala, Tamil and English use, including in generated documents.

GN Officer

LKR 200

per officer / month

For Grama Niladhari officers: the full register, certificate issuing, search, reports and offline working for one GN division.

Field Officer

LKR 300

per officer / month

For development, Samurdhi, ARPA, social services and the other field officer types: their own field records and read-only access to the GN divisions assigned to them.

Registration fee

A one-time joining fee charged once per account, on the first invoice alongside the first month. It is never charged again for that account.

LKR 1,000

  • Every officer account carries its own subscription, billed monthly in advance. You pay for the officers you actually have.
  • Administrator accounts are not billed — you are charged for officers using the system, not for managing it.
  • If a subscription lapses, access continues through a 7-day grace period before the account is suspended, so an officer is never locked out mid-visit by a late payment.
  • Deployment, data migration from existing paper or spreadsheet registers, and officer training are quoted separately as one-off engagements.
Prices are per officer account in Sri Lankan Rupees and are billed monthly in advance. The first payment for a new account is the LKR 1,000 registration fee plus the first month. Payments are settled online by card through PayHere. Trial periods can be arranged for a secretariat evaluating the system — contact us before you sign up.

Payments are processed by PayHere in Sri Lankan Rupees (LKR). Cancellations and refunds are governed by our Refund & Cancellation Policy— approved refunds are initiated to your original method of payment.

Data handling

What QuickDDoc stores, and who is responsible for it:

  • Household, resident, business, society and voter records for the division, entered by the officers of that division.
  • Field officer service numbers, designations, contact numbers and their assigned divisions.
  • Field officers can read only the divisions assigned to them, and cannot create, edit or delete any Grama Niladhari record.
  • The Divisional Secretariat operating the deployment is the data controller for all citizen records. Weinbyte processes them on their instructions and does not use them for any other purpose.
